David is a member of the Wellington environmental and resource management team and specialises in resource management, environmental and conservation law, public law, general civil litigation, and Māori law.

He acts for governmental and corporate clients and has appeared in a broad range of cases before various tribunals, including the Privy Council, Court of Appeal, High Court, Environment Court, Waitangi Tribunal, and Māori Land Court.

David advises clients in the energy and natural resources sectors, and has worked on a number of significant infrastructure projects, focusing on Resource Management Act issues.  He is currently advising on resource consent processes for 2 large-scale renewable energy developments.  He has specific expertise in boards of inquiry constituted to consider proposals of national significance.

David acts for the Crown on the settlement of historical Treaty of Waitangi claims.

David’s litigation experience includes acting for the Crown Forestry Rental Trust on its successful appeal to the Privy Council regarding its tax status, and advising the liquidators of 2 United Kingdom companies investigating a NZ$100m tax fraud.
