Andy specialises in commercial contracting with specific expertise in technology procurement. He has worked extensively with clients in the public sector, as well as the banking, horticultural, and infrastructure sectors.


His expertise includes drafting, reviewing, and negotiating commercial agreements, with a focus on finding simple, practical solutions to complex contracting issues. He has provided strategic advice on a range of government procurement projects, including reviewing procurement plans, tender documentation, and assisting with bidder evaluation.


Andy also has experience working as in-house counsel (as a secondee) for a leading New Zealand horticultural export company.



Work highlights

Assisting New Zealand Government Procurement

with the large-scale procurement of the All-of-Government banking services panels and the negotiation of the terms of the banking services agreements with the service providers appointed to the panels

Drafting various commercial agreements

for the Te Awa Kairangi/RiverLink programme of major infrastructure works to be undertaken in Lower Hutt, and facilitating negotiation between the funding partners and key stakeholders of the programme

Advising the Ministry of Primary Industries

on its negotiations with an offshore software provider for the procurement of key operations optimisation software, including drafting the agreement

Advising New Zealand Customs Service

on various projects to procure scanning and detection equipment

Advising New Zealand Hops

on a number of key commercial contracts, including the drafting and negotiation of its agreements with its key distribution partners globally, and changes to the terms of supply with domestic hops growers

Assisting the Department of Conservation

with negotiations to procure equipment and services for a secure internet network at all sites nationwide
